AIP Procurement Requirements

Airport Improvement Program (AIP) grants may involve procurement requirements. 2 CFR Part 200 (Uniform Guidance) establishes federal procurement standards. Procurement considerations that may apply to AIP-funded work

• Competition. Full and open competition is the default. The method (sealed bids, competitive proposals, or noncompetitive) depends on the purchase type and amount. 2 CFR § 200.320 outlines the methods of procurement.
• Buy American. AIP-funded projects are subject to domestic preference requirements for steel, iron, and manufactured goods. The Build America, Buy America Act (BABA) imposes separate domestic-content requirements for federally funded infrastructure projects. • DBE. Many airport sponsors maintain an FAA-approved DBE program. The specific DBE requirements that apply to a given AIP-funded procurement depend on the project scope, contract value, and the airport's DBE goal methodology.
